The sea can provide much to a civilization. this can range from protein in the form of seafood to energy - from whale or from oil. for all of human history, courageous men and women have been going to sea in boats to harvest the sea's bounty.. Limond 8 years ago #5 first have the city be on the coast, next research pottery, then research sailing. open up production tab and then should be able to make work boats (right under workers), when completed the triangle tab will show up where workers do, left of the city nameplate.. Fishing boats allow a civilization to harvest the valuable crab, fish, whale and pearl resources. to construct fishing boats, you must build a work boat in a coastal city (after your civilization has learned the requisite technology). work boats are consumed when they construct fishing boats..
Also lakes were only size 1-5 bodies of water originally, inner seas were size 6-19. later in gods&kings patch ability to build boats was changed to cities which were next to inner sea of size 10 or larger (originally limit was 20).. It also seems that you have to have a certain amount of water tiles connected to your city in order to build naval units. for example, playing russia, i placed moscow on a coast. turns out there's a tile of ice blocking that section of the ocean from the rest of it, and i was unable to build naval units in moscow.. A city in civ 5. cities are the backbone of your civilization. they produce buildings, units, wonders, and great people for your civilization along with the game's empire-wide resources - gold, science, faith, tourism, and culture..
